1. Caroline Bañuelos talks about the Latino Democratic Club of Sonoma County and its influence. Caroline talks of how the Club negotiated with the Sheriff to transform the Cinco de Mayo into a family friendly event and reduce the tensions between law enforcement and the Latino community around that event. She also recalls the the Club’s push for District Elections in the city of Santa Rosa, given the lack of representation on the City Council and the City Commissions, which resulted in a law suit forcing the City to comply with the California Voting Rights Act. Membership in the Latino Democratic Club is open to all and they meet on the 4th Thursday of the month.
About our Guest: Caroline Bañuelos is a 30+ resident of Sonoma County and I believe her roots in the community run deep. She was Chair of the Community and Local Law Enforcement Task Force (also known as the Andy Lopez Task Force CALLE commission where she recommend reforms in law enforcement, served four years on the Santa Rosa Planning Commission, six years on the Board of Social Advocates for Youth (SAY) and co-founded the Sonoma County Latino Democratic Club. She is also Board Vice President of KBBF and Co-Chair of Cinco de Mayo in Roseland for the last 15 years. She graduated from SRJC and then on to SSU where she earned her BA degree in Political Science.

2. Colleen O’Neal gives us a summary of Measure P, The Evelyn Cheatham Effective Independent Office of Law Enforcement Review and Outreach (IOLERO) Ordinance. Measure P promises greater transparency (data collection and reporting) and accountability (investigating) of the Sheriff’s Office, without adding more taxes and without defunding the Sheriff’s budget.
About our Guest: Colleen O’Neal graduated from New College of California School of Law in 1982 and moved to the community of Roseland. She opened a general law practice, the Roseland Community Law Office, in 1983. As part of the general law practice is. O’Neal brought numerous cases against the Sheriff’s Department and the Santa Rosa Police Department. She left practice in 1998 to serve as the Chief Administrative Officer of New College of California for two years. O’Neal served as the 5th District appointee to the Commission on the Status of Women for 6 years and was an early member of Supervisor Carpenter’s Roseland Advisory Committee. She served as the chair of the Sonoma County Chapter of the ACLU for a number of years and has been active in various other community organizations. . For the past several years she has been working with COLE (Citizens for Oversight of Law Enforcement), which has been meeting at the Arlene Francis Center since it’s inception, where she worked on Measure P.

Thursday, October 22, 2020, NOW (Sonoma County Chapter) is hosting a Zoom Meeting to learn about Measure P – The Evelyn Cheatham Effective Independent Office of Law Enforcement Review and Outreach (IOLERO) Ordinance.
For more than twenty years, community members have been working towards achieving effective community oversight of the Sonoma County Sheriff’s Office. After the killing of Andy Lopez by a sheriff’s deputy, a partial victory was achieved with the County’s creation of the Independent Office of Law Enforcement Review and Outreach (IOLERO). But the office was created without the tools to be effective – no subpoena power, no independent investigatory power, no requirement that the Sheriff’s Office cooperate and not enough money to do the job. Measure P provides the remedy.
