2. Our guest Nancy Pemberton shares the history of IOLERO in Sonoma County. Its formation was sparked by the killing of 13-year old Andy Lopez when carrying a plastic toy gun, but the history of law enforcement abuse goes back to a 2000 report by the US Committee on Civil Rights calling for more oversight of the Sheriff and other police departments in the county. After 3 annual reports by the then Director of IOLERO Jerry Threet about the uncooperative Sheriff, Measure P was drafted in 2017 to give IOLERO more power in demanding responses from the Sherriff. The fire that year in 2017 and subsequent years and the rise of the pandemic delayed its placement on the ballot until 2020 and the Black Lives Matter protests. The county voters passed Measure P by 65% in 2020. The Deputy Sheriff Association (DSA) claimed to the Public Employees Relations Board (PERB), that they should have been consulted with before placing the measure on the ballot, and PERB agreed with the DSA. The county then appealed and PERB was ordered to reconsider the decision. However, behind closed doors, the Sonoma County Supervisors agreed to a Memorandum of Understanding (MOU) on 3 provisions with DSA, which Nancy claims weakens the power of IOLERO for Sheriff accountability. About our Guest: Nancy Pemberton is a member of the Committee for Law Enforcement Accountability Now (CLEAN) and the Community Advisory Council of Independent Office of Law Enforcement Review and Outreach (IOLERO). She is committed to ensuring vigorous civilian oversight of law enforcement in Sonoma County. An attorney, mitigation specialist, and investigator, Pemberton conducted capital and non-capital investigations at the trial and post-trial stages of litigation throughout the United States and
internationally until her retirement in 2014.
Pemberton co-founded and serves on the board of the Institute for International Criminal Investigations, an international NGO that trains professionals in the art and science of investigating war crimes, crimes against humanity, and acts of genocide. She also volunteers with the Sonoma Chapter of ACLU-NorCal, the Center for Justice & Accountability and the Akonadi Foundation.
